Speaking about the rulings of Hajj and 'Umrah in surah al-Baqarah, Allah says:
*فَمَن كَانَ مِنكُم مَّرِيضًا أَوْ بِهِ أَذًى مِّن رَّأْسِهِ فَفِدْيَةٌ مِّن صِيَامٍ أَوْ صَدَقَةٍ أَوْ نُسُكٍ ۚ فَإِذَا أَمِنتُمْ فَمَن تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ ۚ فَمَن لَّمْ يَجِدْ فَصِيَامُ ثَلَاثَةِ أَيَّامٍ فِي الْحَجِّ وَسَبْعَةٍ إِذَا رَجَعْتُمْ ۗ تِلْكَ عَشَرَةٌ كَامِلَةٌ*
*If any of you is sick or has an injury on his head, then a ransom of fasting or charity or sacrifice. Then when you are safe, whoever performs ‘Umrah followed by Hajj, then he should offer what sacrificial animal can be easily attained. But whoever cannot find one, then he should fast three days during the Hajj and seven once he goes back. That is a full ten days. [196]*
Under his commentary of this ayah, Imam al-Tabari included following statement:
Mujhaid said: Whenever you find a statement like, "In such-and-such way, but whoever cannot find such-and-such ..." in the Qur'an, then one must take the first option if possible before going on to the next. And whenever you find, "or such-and-such or such-and-such" in the Qur'an, then the person can choose which option he wants.
