The prohibition of talking while imam delivers the khutbah on friday.
As reported in hadith,
Narrated Ibn 'Abbas (RA)::
Allah's Messenger (ﷺ) said: "Whoever speaks on Friday while the Imam is giving the Khutbah (religious talk), he is like a donkey which carries books; and he who tells him to bequiet has no Jumu'ah." [Reported by Ahmad with an acceptable chain of narrators].

So it is not allowed to talk while imam delivers the friday sermon even to say to someone to keep quiet.
As there is reward in attending to listen to the khutbah
As reported in Hadith,
Narrated Salman Al-Farsi:
Allah's Messenger (ﷺ) (p.b.u.h) said, "Anyone who takes a bath on Friday and cleans himself as much as he can and puts oil (on his hair) or scents himself; and then proceeds for the prayer and does not force his way between two persons (assembled in the mosque for the Friday prayer), and prays as much as is written for him and remains quiet when the Imam delivers the Khutba, all his sins in between the present andthe last Friday will be forgiven."
