Either way Salah is valid. The reward of a sunnah may be left. Hands are raised by Hanafi school of thought followers everyday in witr, eid salah and even in janaza prayers as well. Just not every day with the obligatory prayers.
The issue of Raf-ul yadayn is not of permissibility and non-permissibiliy. It is an issue of Afzaliyyah (more virtuous) or Reward!.
